Question for ACCOUNTANT GENERAL, DEPT OF, HEADQUARTERS

I have been deducted loan twice from my pay roll and bank account , but I never signed any stop order authorizing NBS bank deduct the loan since the agreement if primarily pay roll, I've never defaulted, why should government allow the lending institutions to syphoned poor civil servants like this?
